The Establishment and Enactment of the Japan Foundation: Its Relevance in Promoting Japanese Cultural Understanding in the Philippine Context

The Japan Foundation (JF) was established in 1972 by the Japanese Diet as the dedicated public institution dedicated to promoting international cultural exchange. Its mission is to deepen other nations' understanding of Japan and foster global mutual understanding. In the Philippine context, the Japan Foundation, Manila (JFM), established in 1996, is crucial in enacting this mission across three strategic pillars: Japanese-Language Education, Arts and Cultural Exchange, and Japanese Studies.

 

JFM’s relevance is pronounced in its support for Japanese language education, which directly translates into economic opportunity for Filipinos. Through programs for language teachers and the intensive preparatory training for nurse and care worker candidates under the Japan-Philippines Economic Partnership Agreement (JPEPA), the Foundation facilitates professional mobility---a component essential for a worker to apply the Japanese language in a variety of contexts. Furthermore, stable cultural projects like the annual Japanese Film Festival (EIGASAI) and various art scholarships introduce traditional and contemporary Japanese culture, fostering people-to-people connections and artistic collaboration. By providing grants, fellowships, and comprehensive language support, the Japan Foundation moves beyond transient popular culture influences to build a robust, enduring foundation of bilateral understanding and goodwill between the two nations.
